VA Permit - Coturnix?

I read it and I'd say not needed, but you can always call the 800 number on the form and ask, after all it's $12.50.

I honestly forget the Laws in VA for coturnix.
 
I was told by a breeder here in VA that no permit is needed to raise them, so I'm a happy camper!

Oh chit! I just bought 12 quail chicks, no idea what the breed is, and I live in VA! I was planning on raising them, and releasing them on my property because I haven't seen ANY quail here. Oh man, please don't tell me that I'm stuck with 12 quail and DH will have to build me some type of coop!!

I just couldn't pass them up! I've never seen such small chicks, and just too cute!

Releasing non-native species is definitely a no-no and may get you more than a slap on the wrist.

Even farm raised bobwhites are not to be released into the wild, as they will get eaten and actually increase the number of predators.

Check with your local DNR before doing any release program.
