Hello! One of my brother's duck's eggs had a white cell spot along with a red blood vein. Does this mean that it was fertile?

No, things like that are normal in fresh eggs. I find blood spots all the time. In order for an egg to develop if it’s fertile, it has to be incubated and checked for development. If you have a drake, all the eggs are probably fertile. But what you saw is more than likely just normal anomaly’s from fresh eggs.

Alright. Thanks!
I think one of them is a drake (he sounds different) but he is only 3 months old. Would that be old enough to produce fertile eggs?

Any pics? Post a pic of a cracked egg too, we'll check for a blastoderm indicating it's fertile. You won't be able to incubate it of course, but if that one is the other ones will be too.

Honestly I have no idea about ducks. If you want to check if the eggs are fertile, look for a white circle that kinda looks like a bullseye. That is how you know.
