So yesterday I noticed there was a foul smell coming from my hens and I checked them and noticed it was my EE hen, when I picked her up and looked at her vent she had yellow "poop" stuck in and around her feathers and vent I read it could be fleet but I don't know how to treat it?

Can you take some photos of her? Before and after you give her vent a good washing?

The treatment would depend on what kind of infection she's got down there. It could be fungi, bacteria, yeast, parasites or even protozoa. If it's bacterial 100 mg Metronidazole/kg of body weight can help.
I'd start by just soaking her in a warm soapy bath and cleaning all the dried on poop off. Trim the feathers if you have to.
Use a syringe or some sort of squirter to rinse out her cloaca. You can massage the cloaca as well. Then apply an iodine based antiseptic. Keep this up for a few days and see if it improves.

Ok ill post in the morning except is there a specific way or method to clean her vent, also besides the cleaning is there anything I can treat her with?
You first need to determine the source/cause of the foul smell. Could be just caked on poop, there could be maggots, infection or it could be vent gleet.

Pictures would be helpful. Just give her a wash up.

So basically follow the instructions in this link :)
