Now you would never have to resort to this if the owner would simply keep the dog on his own property.

Remember, this is not the pets forum, it is the predator and pests forum. This means that when a member has a problem with a dog or any other animal harming their property, that animal becomes a predator and should be discussed as such.
 
If the dog is in his yard or on a leash with his owner, he's a pet.

If he's running loose through your yard and chasing/killing your animals, he's a predator.

Doesn't sound like your neighbor is much of a friend. Have you considered going up to your neighbor, explaining the situation and asking him or her to come up with a solution?
