VERRY aggressive rooster

Males bite and latch onto necks of females at the beginning of the mating process. Generally from behind to catch the hen off guard. If he is grabbing from the side or front, my guess he is young and inexperienced. Also sounds like you have more than one male. Roosters compete for "tagging" the ladies. Making him more aggressive and eager to complete the mating process before the other males get too close to foil his plans. That causes "Rooster ware" on the hens- too many roo's or inexperienced cockerels.

he is almost 6 months old and he is biteing the neck. if my dogs get hiped up and chase one he will attack them

I agree we need more information. When you say “my top dog rooster” does this mean you have more than one rooster? Age of the hens and roosters, and size of your coop/run can help us give better advice.

However, always solve for the peace of the flock. Try pulling him from the flock for two days, do you like how the flock is without him, then cull him from your flock. Some birds do not fit with your plans and comfort level. Don’t keep them. Your chickens and their behavior should make you happy.

Some can be given away, some can be eaten, some can be planted under a rose bush.
