Very perplexed, need advice on gender of an EE please!

My husband and I purchased 6 baby chicks (2 Easter Eggers, 2 Red Stars and 2 RIRs) in early October (they are now 5 months old).
Both Red Stars started laying in mid February and one of the EE's started laying last week.

Here are a couple shots of the suspect EE that I was thinking could be a Roo.
If it is a Roo we will need to find a new home for him b/c of a local noise ordinance.

This chicken has a very high pitched (almost girly) crow, have yet to hear it full out cock-a-doodle,
but it also was born at the same time as the other hen we have and has yet to start laying.
It has also started to perch itself on top of the nesting boxes, not sure if that is a Roo behavior.

Additionally, If someone could confirm the pictured RIR is a hen (she looks like one to me) that would be wonderful because she/he is super bossy ans trying to pick fights with the suspect EE.
She/he is also trying some wacky crowing noises, not a full cock-a-doodle-doo but sounds similar.

Since this is our first flock we are completely lost with the gender of these two. Any advice is truly appreciated!
 
Both look like hens to me

I don't see any saddle feathers on either. And the EE is a common color for the hens. She should start laying anytime, some develop slower than others
