I agree that culling looks like the most humane thing to do in this case. That chick must be experiencing discomfort, mobilitiy will be impossible for it and with poop and all the little bits in the brooder infection risk will be high. If you do manage to get the little foot out it will likely be malformed and the forementioned issues are still there.
It is such a hard decision to make when we have taken such care to bring them into the world safely. Hugs to you
