Recently saved two hens from an animal control situation. I ended up taking home two hens that were part of the "flock". I am noticing now that it looks like they've cut off their combs (or so I think). They are fully feathered ladies but still juvenile for sure (no redness of the facial area).

Has anyone else seen or heard of this?

It's called dubbing, and it's done to game fowl cocks as a requirement to show and also for fighting - since combs bleed a lot if injured they just cut them off. Don't know why they would do it to females though.

I don't think they're dubbed, those look like immature pullets with pea combs maybe? The pics aren't too great, but I'm leaning toward something like bantam white laced Cornish, or a mix thereof.
 
They look like immature gamefowl pullets. Single, pea, and rose combs exist in American game and those look to be either pea or rose combs just not developed yet.
