Legal battle could go both ways, even if you win he may find a way to counter sue (Anything is possible these days.) and cost you more than your remaining sanity could handle. as for the monitoring the comings and goings that is REALLY touchy. That could mean invasion of privacy, stalking or a list of other law suits. Cameras these days are a wonderful thing, but if used "improperly" they can be your worst enemy. At minimal you would have to post that video/still capture devises are being used, or they wouldn't hold up in court. They can protect you but not always be admissible if use w/o persons knowledge. And you also need to know what you local/state laws are on ROW. He could take it as harassment or invasion of his privacy, even on your land but in HIS vehicle where law says he can do whatever as long as it isn't illegal.
Not to mention fallback if anything illegal is happening and the police arrest someone. If they are willing to face prison time for cockfighting what would be so different from going after a person? Or their property.
What you can do, IDK but I think these are some things I would really be careful of because most laws state what you CANNOT do and penalize you for it. Laws never reward people for doing what they can legally. At least none I have ever heard of.
