I agree, the lock on the gate, let them estimate it for one month, have them schedule with you when they can or cannot do this OR suggest they install a remote meter. It IS animal abuse, especially since it is YOUR Property, YOUR dog, YOUR utlities. Our utility company installed a remote meter, they don't even need to get out of the car anymore - the reason they did this - they were afraid of a BEAGLE - they sent us estimated bills for four months until they finally sent out an installer to install a remote meter.
