Slightly curly feathers in the actual tail don't seem to mean much (ALL of my hens had them at some point; maybe I should take away curling iron privileges), curly feathers right at the base of the tail would scream "Roo!"

Looks very feminine to me. Smallish wattles for 10 weeks, normal sized legs, nice rounded feathers.
 
I think I see nubs on the leg where spurs would be coming in?? I could be wrong... It looks Roo to me...
 
Spurs don't mean anything -- I've got a Wellie hen with truly violent spurs. She's still a she.

EE's can have any color legs.

Looks like a girl to me. One of my EE girls has a tail that goes out straight and turns downward at the end.

Any chance this bird is older than you think?

Honestly, it looks like a pullet very close to laying.

If indeed, it is only 10 weeks old I would lean toward cockerel. I'd hang on to it for a while longer until you were 100% sure.
