One other thing, look at the smaller feathers that surround the base of the tail. See how closely set they are to the tail and how they are very rounded? In most cockerels that age these feathers are a little longer and starting to curve downward.

Given the information you've provided, I'm truly stumped on this bird. It looks like a black sexlink. Can you post pics of it when you bought/acquired/hatched it? I still think there is an age mixup.

Sorry I think he is a Roo. Isn't that the way of it, it happens to me all the time my favorites alway (most of the time anyway) turn out to be boys.
 
I am 100% sure its 10 weeks lol I looked at the receipt. Im am really stumped on it too I can wait to find out for sure lol. Here some pics at two days and at 4 weeks.

Alright, well if the age is correct then looks like he is a he. You'll start seeing a difference in his feathers when he goes through juvenile molt in a few weeks.

Dang, I was really hoping there was a date glitch and you'd get an egg any day

I also have one of these confusing EEs: boy comb, girly feathers. I hope for both our sakes they're early blooming hens.... but am admittedly leaning more towards roo. Everything I've been reading seems to indicate that young EE feathers can't be depended on to tell sex

Regardless, yours is a real beauty! Please update pictures after it goes through molt; it'll be interesting to see what it looks like afterwards.
 
I think you'll have to wait for a crow or an egg to be 100% sure on this one or at least saddle and hackles coming through, I can see characteristics of both a hen and a roo so I couldn't be 100% at this age it's a beautiful bird though and if I had to choose one I would say roo.
