If you want to a) protect them from predators or b) keep them out of your garden or keep goose poop of your porch, your neighbors porch, etc then you need a fence. I let mine roam three acres of fenced pasture last summer and they roamed the ENTIRE area each and every day. Once I left a gate open and they gladly wandered up to the house to sit on the porch and leave 'presents' everywhere.
All geese can be loud.
Not trying to be a sourpuss, there are a great many positives to keeping geese, however in order to prevent people from being unprepared for the negatives (and potentially turned off by poultry keeping) I want to inject a dose of perfect, frank, honest experience.
The quietest geese I have been around are the Dewlap Toulouse. Even these can be loud given a reason to do so. Sebastopols can honk, and will do so readily, although not as readily or loudly as a Chinese or African.
