Warmest Bedding that is safe for Quail?

Making a trip to the Feed Store today - got my 6:58am wake up call and want the birds outside again. It's in the low teens and windy - I've got a heat lamp but I need something for them to bed down in. Cause they were still huddled and cold.

It's hard to beat hay (and I can only speak for Bobs), but having a heat lamp energized close to dry grass is a recipe for tragedy. Personally, I'd put the hay in the pen/coop, and leave the heat lamp off. Keep the wind off of'em, and they'll be OK.
 
We have Coturnix-they are in a rabbit hutch with a insulated house area filled with chaffe. They tend to snuggle when they are chilly but if you put your hand between them, if they will let you

, they should be warm. We have had nights down to -30* with the days only up to 10* and they are fine. No lamp either.
