Welcome birds do not need heat. Even colder temps they go closer to each other to gain heat. Cold breeze over or at them can be a issue.
My brain tells me that but my body when I'm sitting out with them tells me otherwise! I have an outdoor cat who sleeps under a trouble light with a halogen bulb and has done just fine for years but it still worries me! :)
 
I have 13 week old silkies doing just fine cuddled with the rest of their flocks. It is not freezing in their little houses from body heat. The ones who insist on sleeping on the roofs are cuddled together and happy enough.

I'm acclimatized to the point that a T-shirt is all I need at about 40°. I throw on a long sleeved, thin flannel shirt for an open jacket in the 30°. So yeah, I can understand why the chickens are perfectly fine with their down jackets.

Bedroom is currently 56°. I have a thin and thick blanket. Thicker one usually gets tossed off by morning because I get too hot. The german shepherd complains about it being too warm, but she always has liked the cold.
