The chlorinated water is to prevent colibacilliosis.
It can weaken the bird, ( & kill the bird )and then other bugs like cocci can infect the bird.
The immunal system can only fight so many infections.
The good news is that is very, very cheap, and easy to use, kept in a sealed milk jug so the chlorine cannot evap in 24 hrs like it will do.
The nets can be bought, or various sizes ordered by most Ace hardware stores.
The one here in So bend has a book from the manufacturer that lists all the available sizes..so you can buy the one you need.
If you have cocci repeatedly infecting, something is very wrong as the bird's immunal system should have become blue printed to the nasty bugs by now.
Unless a new bird carrying a new kind of cocci drops by..
It may be easier to buy a 50# sack of chick starter feed, and mix it with your lay rations to help fight the bugs.
Make sure the chick starter is medicated with amprollium.
Start N Grow is good.
We were invaded by a herd of Robins this afternoon, I have been looking for them !
YIPPEE it is officially spring as far as I am concerned...the flock of Robins, about 20 of them, is after worms all over our property.
Recipe for the solution:

I have mine mixed in a milk jug under the sink and have filled a spray bottle, and measured 10 squirts is a Tablespoon, and a Tablespoon in a gallon of drinking water for well birds, and 2 tablespoons in a gallon of drinking water for sick.
So it is easy to just spray the bucket, rinse it out, fill, and squirt 10 sprays in it.
When empty, I refill my spray bottle.
But seriously, we are getting big flocks of birds coming in, and they can be bringing all sorts of "bugs" with them.
