The teal is indeed black with a sheen, just a very good sheen. It's common to find ones with a REALLY good sheen when they have duckwing genes.
As for his color, honestly, these days telling columbian vs dominant white is hard. My own EE I instantly guessed dominant white before I even knew Columbian does the same thing, and was right because his offspring were white. . . . However I have seen some columbians with the black leakage your male has on the chest. But it isn't common.
I'm guessing dominant white, but offspring will be the only way to really know.
