I use the regular chick waterer for the first 2- 3 weeks, then I add the horizontal nipples. As long as they are all using the nipples, I don't put the chick waterer back in.
I've never had quail, as long as they can push the nipple, it should work.
 
My chicks figured out how to use a vertical nipple waterer when they were a few days old, but at 12 weeks they still haven't figured out a horizontal nipple very well.
 
The vertical nipples I used didn't leak, but the chicks would have a blast pecking at it and making the water come out for fun. That made the brooder shavings wet and smelly, so I put a small dish underneath that I would just wipe out once in awhile.
 
I have verticle nipple waterer. I have switched to cups because they still get the Bedding wet. My 10 week olds are having a difficult time learning the new cups. About half have it. And I had to show them. They are much cleaner and dryer.

I would be worried about cups for baby chicks because at least the ones i have don’t flow unless they are pecked pretty hard.
