Hi and welcome to the forum.
I would suggest for maximum exposure for your post and lots of replies you might try asking this question in the emergencies/diseases/injuries & cures category.
Also, be sure and provide as much information as you can about the chicken that has these symptoms...age, living conditions, etc.
Sounds like you might need to start him/her on antibiotics, but the experts will be able to help you I'm sure.

I had a pullet who had watery eyes that were sensitive to light. I gave her some antibitics in her water for about a week and they cleared up.

If the watery eyes have bubbles too, I'd start an antibiotic in the water....I have one of my hens on Lincomycin (you can get it at your local feed store). I also separate her so no one else catches it....
