Electrolyte is a "medical/scientific" term for salts, specifically ions. The term electrolyte means that this ion is electrically-charged and moves to either a negative (cathode) or positive (anode) electrode:)

Electrolytes can be offered at all times. They will not make a sick bird better but will only aid in recovery. They're nothing fancy, just charged ions that send electrical impulses to the brain to encourage proper water and nutrient absorption. I would recommend their use 24/7, but especially during hot weather or when a bird is sick.
