Lol I was raised in CA and couldn't stand the heat, loved it in Montana shorts and t-shirt all day long
My dad has this cooling towel thing that you keep in the fridge when you're not using it. Then when you want to use it you run it under cold water, wring it out, snap it a few times, and it stays cold for a good 30 minutes to a couple hours depending on how hot it is outside. Great for summer walks and yardwork! I just drape it over the back of my neck, wipe my face with it when I get sweaty, snap it again when it starts losing the coldness. It's awesome.They also make heated jackets, I imagine a cooling jacket isn't as common... but then you have ice packs/fans for the summer, hot beverages in the winter and warmers go a long way for working outside when you have no choice
*Depending on the work the physical effort keeps me warm for a good while at least, in the summer I have to take breaks from the heat

I was cold when I let the girls out at 8 this morning. It was 8⁰F with a feels like of 5⁰F (thereabouts. Can't remember exactly). But I was only wearing thin layers and crocsIf I'd put on my snowpants and boots and winter coat, I'd have been cozy!
