Weird breathing, not drying quail chicks

I'm sort of new to incubating quail. I hatched 3 before, and they're about a year old. Because my male keeps picking on the hens I decided I would try to incubate more hens. The last 2 times, only one chick hatched both times, and both died a day or two after coming out of the incubator. I figured out it was because of incubating temp, but now I have 2 chicks that don't seem to be drying, but they're lifting their heads and taking a gasp of air. I don't want to chill them by taking them out incase they get cold in the brooder, but I don't want them to suffocate either.. help would be appreciated.
 
It can take a long time for chicks to dry in the incubator if humidity is very high. Also they could have got a little stuck in the shells and some of the fluids and membranes have stuck to their down more than usual, making them appear still wet. I would move them to the brooder and check on them frequently until they are more active.

Yeah I washed them with a que tip and warm water, then dried them off as best I could, they're in the brooder now, eating and drinking, but still quite sleepy, so hopefully that's normal. They do occasionally get up and move around though.
