weird eye thing

Doodle, our 6 yo mixed breed rooster, has always had watery eyes, since he was young. They have never turned into anytning more than that, so we never really worried about it. His eyes are sort of droopy, and a little bloodshot, but he has always acted fine. Yesterday I noticed a piece of dry skin hanging over his eye, and partially obstructing his sight. At first I thought it was a feather or something and I grabbed it and tried to lift it away. I was able to move it to the side so that he could see, but it seemed to be attached somewhere to the top of the eye, and I was afraid to try to take it all the way off. It didn't seem to hurt him at all to have me messing with it. Now I wonder if maybe it could have been part of his third eyelid that has somehow dried up? I will try to get a picture of it today, but has anyone else ever seen anything like this?
