"On the spot" makes a good point, it may be that his birds got sick and the ones promised died and his flock has not yet bounced back and hes just to embarrassed or scared to tell anyone that they got sick.

One problem you have with the check is that he is out of state. if he has cashed it already which from the time frame he's had it seams he would have... your sol..( just like if he sent you a bad check there was really no recourse to make good of it. across state lines. you'd have been out the cost of the chicken and the shipping.) unfortunately take it as a loss on your taxes and find a in state breeder.
. but if he hasn't then by all means call the bank pay the $20.00 and cxl the check. call and inform him that you have done so and " have a nice day" if he is reputable at all.. he will either tell you the truth right there and then or he will get all upity and balegerant. either way "have a nice day".. if and when he gets healthy birds he may call you back and say Hi Im sorry I was going thru something.. yada yada.. but a I have a great roo. do you want him.. " ship him to me and Ill send the check" or "no thank you have a nice day"
Either way never let them get the best of you.. his reputation is the one that is going to take the hit. People will find out, they always do and they will stop doing business with him.. but you don't want word getting out that your the crazy person who just called and calls and oh don't deal with that one.. let him take the hit.
