Give him some time!
My last hatch, out of 16 live chicks, I had one who wouldn't open his eyes and one who couldn't stand at all and had a crooked neck.
At 24 hours old, the closed eyes one (that I couldn't even gently open with a damp cloth) opened his eyes when I dipped his beak in water, and has been fine, since.
at the end of the second day, I was going to cull the chick who couldn't stand at all with the bent neck. It looked so pitiful, but I noticed it was laying on its feet instead of its side as it had been. Knowing that it had a 3 day supply of yolk, I decided to give it one more day. On the third day it was (barely) standing, and by the fourth it was figuring out how to wobble around and peck.
At 4 weeks old I can barely tell it from the others... the only remaining visible difference is she (I think) doesn't lift her beak straight up as well as the other chicks, when drinking she just sort of tips it in. It's amazing how far she's come, I never thought she could even walk, much less normally.
