No, it doesn't. I realize you want it to be a Welsummer, but that doesn't make it so. Perhaps you can try taking some clear photos that show the bird in better lighting because what is visible in the photos you have posted thus far shows no characteristics of a Welsummer. What, specifically, are you seeing in person that your bird has in common with a Welsummer?

Hmm maybe the coloring LOL! But the reason why I said maybe it wasn't a Copper because the bird doesn't have feather on its leg and yes I will find a better picture.

Marans in the U.S. from hatcheries don't always have leg feathers. It can be a Marans and be clean legged.

Some Copper Marans are almost golden around their necks. Welsummers and Black Copper Marans are just slightly different versions of the same basic partridge color.
