Cockerels have black feathers of their chests. Females, like the one above, have salmon colored feathers on theirs.

Welsummers are autosexing, so you can tell at hatch. Pullets have darker eyeliner and very dark, distinct "Vs" on the top of their heads. Males are much lighter.

Exactly this. I have two Welsummers and was wondering if I had a boy in the mix because at a week old one of them would attack my hand. I was told this is classic rooster behavior and I 100% have a male Welsummer. They both had distinct eyeliner and a defined “V” on the top of their head.

Turns out they are both female. If my phone wasn’t giving me any error messages about my photos, I’d post some for you. I also googled images of Welsummers and used them for comparison to my own.
 
2. is a good picture because of the lighting and full chest exposure - definitely a female. I can't tell from the others. You have to be careful because 2 of my homegrown roosters looked like they were getting salmon chests, but there were a few black feathers; eventually everything turned black. The head and combs on a few of those look roo-ish to me.
