Went to check on my chicks and one was wheezing !HELP!

What do I do if my chicken removes wheezing sounds and the tongue looks like its cut and he keeps opening and closing his mouth.

Can you describe the tongue a bit more? Is there any blood? Was the chicken out free-ranging or inside the coop?
