Wet Feather?

Are these ladies molting or is this signs of wet feather? Check out the chest in the first photo, no signs in the second where you can see her preening the wing. They are11 weeks
old Pekin ducks with access to water all day, still on their flock raiser with plenty of niacin.

I wouldn't think at 11 weeks it would be wet feather. Most likely another molt.
