If he's over preening, I'd check to see if there is any irritation there - wound, pests, etc.

I wouldn't say he's over preening, just his usual amount but I p8cked him up and checked and everything looks normal, apart from those feathers being a bit soggy

He has got tons of new feathers coming through in that area though, I'm thinking that once these establish he'll have them waterproofed

It might be the feathers are just irritating him while coming in. New pin feathers can be very irritating. I only suggested overpreening due to a comment you made above.
