I wouldn't say he's over preening, just his usual amount but I p8cked him up and checked and everything looks normal, apart from those feathers being a bit soggyIf he's over preening, I'd check to see if there is any irritation there - wound, pests, etc.
It might be the feathers are just irritating him while coming in. New pin feathers can be very irritating. I only suggested overpreening due to a comment you made above.He has got tons of new feathers coming through in that area though, I'm thinking that once these establish he'll have them waterproofed
