Yes, if they get bored or are lacking something in their feed. Looks like feather plucking to me, not them picking on her. What are you feeding? I had the same problem, but increasing their feed to 20% protein helped. They still won't grow feathers back until they molt, but at least it isn't getting worse.
It happens.
