Nothing is wrong with him, he's getting new feet and leg feathers.
Faverolles roosters tend to look awful when it happens.
He's tender so if you handle him be gentle and forgive him if he's slightly grouchy.
Added redness due to hormonal changes due to the time of year and his age just going by the spur length.
Smallish toe is a defect, common in hatchery stock but not a big deal.
