What’s wrong!?

My chicken has its tail feathers tucked in or something weird. It doesn’t ever have it out like the other ones. It doesn’t look normal. Also it’s but looks crusty/poopy

Is it the same breed as the others? How old is it?
My best advice is to have a fecal sample read from that bird.

It is the same breed as the others that look normal and he is around 7-8 weeks old

This butt needs a thorough washing and after drying I would trim the fluff around the vent area.

Is this a cross between Marans and some kind of Easter Egger? He looks somewhat rumpless, hence the messy butt.

At 7-8 weeks, sometimes my birds' tails haven't grown out. Get a fecal sample read and don't worry about the tail for another 10 weeks.
