what are the laws for buying selling and keeping chickens in VA

Hello, I have read over and over again and cant make heads or tails of this. My family in West Virginia buys and sells baby chicks. and I have fallen in love with the whole thing. I would like to do that here (in the blackwater area of virginia beach) but I wanted to know my boundries before I started. I have seen some people selling chickens and eggs around where I live and wanted to know how many I can legally have and what kind of documents i need to sell chickens. Can you please help me?
