They are emptying their waterer onto the bedding every 12 hours it seems. This didn’t happen when they were first born.

Are they able to hop up onto say a board?
I would raise the water dish slightly using 1 or 2 pieces of plywood that is a few inches larger than the base of the water dish.

Maybe put a lid from something under it all to catch the splashing?
I had tried a plate under it to catch water and keep out shavings. That didn’t work. They managed to still soak bedding. I just turned a bowl upside down and placed the waterer on that. Wish me luck lol

I don't use those. I made this for less than $7. I have 3 of them. I use them in the broody breakers and with broody hens. The water stays clean and the bedding stays dry.

They are easy to operate and I'm sure the quail could use them.

I use a block of wood about the size of a brick to raise the waterer above the level of bedding if they scratch it around.
Make sure the block is on the surface of the tub bottom, not sitting on the bed of shavings. Of it gets tipped slightly all the water may leak out like your picture.
The damp envionment is really bad for your chicks.
Your chicks are beautiful.
They are quickly goung to need a bigger brooder.
 
That much spillage, I'd check to see if it's the waterer leaking first. If not, find something flat (I use a chunk of 2x6) to raise it up.
No leakage after raising the waterer. Apparently I did the brooder thing all wrong for such a large hatch lol. I added a second brooder just the other day.i wish I could move them into their hutch. it’s still quite cold here in NC.
 
Get mini wood chips. They're a step up from saw dust and work great. They should be the same price as regular wood chips. Mini wood chips will last longer, keep your chicks' feet cleaner, they can't create a siphon and they will stay out of your waterer a lot more.
 
You can put a cookie sheet under it. For ducks I put a cooling rack on top of that then. I'm guessing quail legs are too small for the cooling rack part though. I would find a different waterer. That one is clearly not working.
