What are these penguin looking chicks?

Quail and blue quail d’anvers

That was my original thought but leg color is off. D’anvers have slate colored legs. Also feathers that are coming in is off for the quail pattern. At least from the D’anvers I’ve raised.

My hatchery sebrights had green legs as chicks that changed to slate as they grew. The last chick (who looks like a blue quail) does have slate legs. Also, keep in mind that these are hatchery quality.

I figured out what they are, Brassy Back Rosecomb Bantams. I thought I'd update on here, just incase anyone else in the future gets this breed and wonders what they are.
