What are these?

These birds were sold to a friend of mine as bantams and I traded some olive-egger chicks for them. They have "puffy heads" as my kids like to say. Their legs are a pale blue and their coloration varies from a solid reddish-gold, solid black and salt and pepper. The solid black with no "puffy head" in the bottom left corner is a barred-rock x EE cross that is about two weeks younger and she is slightly larger than the "puffy heads", just for size reference.

I was thinking that they might be too big to be bantams. Not what I wanted to hear.

How do you tell the roos from the hens? Some have a "red hangy-down thing" (my own scientific definition) below their beaks. Is that a roo?
