What breed and gender?

Took in this unwanted chicken, can anyone tell me what breed it is and if it’s a rooster? It appears to have tiny spurs starting to protrude above the toes.

My guess is Welsummer cockerel.

A wells chicken would have red ears, this one has white. This is probably a brown leghorn, and its a cockerel.

Im not sure what breed it is, but it does look like a cockerel.
