What breed is he?

Some of them can have alittle brown/gold feathers on their head and chest. Some are even dark brown instead of black. If you go to feathersite.com they have tons of photos of chicken breeds and some info on sex links.
 
It looks like a White Leghorn. Are you sure it's a rooster? There might be saddle feathers there, but I can't tell in the pic. If it's crowing, then it's a roo - if it's still younger than 4 months of age, it's a roo. But if it is full grown, it could be a female.

Your roo looks like a white leghorn.In general they are supposed to be yellow legged,however alot of pearl white leghorns tend to carry white legs.Hatchery quality birds also are not up to accepted standards of perfection and do not breed for this.They breed for Quantity,not Quality.Wrong leg coloring comes up alot in hatchery birds.

I missed this post and the fact that your chicken has red earlobes - yes, that means it's not a WLH. Weird - it's slender body looks like a leghorn. I've never seen a pure white sexlink before either - as far as I know, the white sexlink roosters will also have some red feathers and a different body type than yours.
