What breed? Is it a rooster?

Looks to have saddle feathers.  Do you have a better picture?

I hatched this guy from my uncle's fertile eggs. He told me he only had Rhode Island Reds but he doesn't look like one. I'm also suspecting he's a rooster since I've been acquiring fertile eggs. But he is the quietest bird in the flock.

Do you have another photo of the one in the lower left corner here? Those are some rather masculine looking hackle feathers from what I can see but it might just be the odd angle.

the one in the corner and the two Delawares are for sure laying I watched them this morning but the Easter eggar and silkie aren't .

I think your Silkie is a roo... if you had another that was a roo, sometimes the non-dominant roo doesn't show his manliness until the dominant roo is gone...

Or you can just hatch some of the eggs and see what pops out! :D

:D the funny thing about that is that the silkie is at the bottom of the pecking order and is have the size of the hens.:lau

Can you get a good head shot of the Silkie showing comb etc? Agree that is a suspicious amount of wattle for a six month old silkie pullet.
 
He may be half the size, but that never stops a determined roo/cockerel, lol!! I have a Silkie roo who spends his days chasing Sulmtaler, Ameraucana and Jersey Giant hens!! Talk about ambitious! :D
Your Silkie does look to have the 'streamers' off the pom on his head, too... girls usually have rounder poms that are same length and boys have ones here and there that are longer...
