The neck feathers are the hackle feathers. A crest would be permanently raised feathers on the very top of his head even when he is calm. Kind of like a poof or Mohawk. For a pic look up Silkie, tophat, or polish chickens.

Ok, no poofiness on his head. 10 more days until (hopefully) his little ones hatch and I can see what comes of them.
