What breed is this and why is her tail pin feathers bleeding?

If he's a Faverolles, he should have 5 toes and feathered legs. Your pictures don't show the legs but his feet looked kinda dark to me (Faverolles have white skin).
 
Trust me, he's an easter egger. The hatchery sold him as an Ameracauna and throws them in as a rare exotic chick. Even if your order is all pullets, they state the exotic chick can be either gender. This guy is classic easter egger.
