What breed is this chick?

It was in a bin labeled Assorted Heavies so I have no idea what it could be
I've not seen this coloring or pattern in any of my chicks before
Any guesses on the breed?
Its about 3 weeks old

The feet are clean if you click into the photo, the legs look dark blue almost black. I see puffed cheeks as well

I was suspecting a cockerel too!
