What breed is this rooster?

Meet Rusty. I found this guy when my daughter and I visited the local animal shelter to donate some cat food. The people at the shelter said someone dropped him off. They told us we could have him for free since they typically only care for dogs and cats. I didn't want a rooster because of the noise, but we were told he only crows at noon. He seemed sweet and tame, so we wound up adopting him. So far he has gotten along with our hens and hasn't crowed yet. I can't figure out the breed. He looks to be a RIR mix, but I'm not 100%.
