What breed is this tiny little rooster?

The stance looks like serama, but since TSC chicks come from Hoover's and they don't carry seramas, I looked through the breeds they DO carry. Of those, OEGB can stand up like that although not usually that tall. Mixed bantams could mean leftovers or "oops" babies.
 
what about seabright? i think it looks more like a seabright or a seabright cross than serama....

Maybe he's a cross of a Serama with an Old English. He looks a little big for a Serama which are the smallest birds. Put something like a coke can next to him for a size reference.

Sebrights are hen-feathered, laced, have blue legs, and have a rose comb. He has none of those traits.

@Gray Farms makes a fair point, if none of the hatcheries tsc gets chicks from have seramas, it's impossible that he is one. Unless, for whatever reason, they have seramas but they aren't listed on their hatchery website.
