What breed is this?

Today I am at a trading post with my parents and I bought a rooster. The person I bought him from said he was a Belgian red, but he doesn't look like that to me. I would appreciate it if any could tell me what it is. The pictures don't show it but he is very small compared to the other roosters I have had.

looks like a young black breasted red pheonix bantam, i think his white lobe color will come in stranger as he grows.
