What Breed is this ?

I was contacted by a fellow wanting to what breed and any other information about this birds. It seems this bird is in a museum and he wants more info for a display. Any info is greatly appreciated. Picture below is the only pic he sent to me.

Looks like it could be a Golden Spangled Hamburg. (but hard to tell by the picture)

Looks like a Pumpkin Miner Blue game rooster. I think I have some of his descendants running around my yard. I am sure he was a game rooster.

I think Golden Spangled Hamburg due to the rose comb, white ear lobe , and slate colored legs.

If you blow up the photo, the ear lobes don't look natural. I can't tell if the comb is rose, pea, or dubbed from the angle but I'm sticking with game rooster.
