I'm guessing cuckoo Marans cockerel.

My EE cockerel is going through a tail molt and his once glorious tail is looking pretty odd right now with two long baby feathers still remaining on the top and the rest of the molted feathers are growing back and presently several different lengths. It looks pretty much just like your picture.

I agree too. I have a mutt like him- white legs and beak. Mine is now showing greenish black saddle feathers too. This is him from this morning.

WHAT IS THE BARRING?

His plumage pattern is called "barred", the alternating white and black stripes are the bars.

It just so happens I have a tractor with both Barred Rock and Cuckoo Maran cockerels in it seemingly about the same apparent age as the one in your photo. Looks to me just like one of my Cuckoo Marans.
