What breed or gender is this chicken?

This chicken was found on the streets in a city not suitable for chickens. It is at the animal shelter for now, but could have a home soon if it's a hen.

It looks like a white leghorn. I think it's a cockerel, but I'm not positive.

I need help, is this a hen of a rooster? It's about 4 months old and is starting to pluck some small leg feathers from other hens.

Knowledge, that is a white crested buff polish - not sure of the sex, polish are very difficult to sex like silkies. How old is the bird? Maybe Yorkshire Coop will be around - she raises polish.
